For over 30 years, Harley Blackburn has built a reputation in the Construction Industry for his strong work ethic and drive to succeed. As a Marine Corp Achievement winner, it is evident that Harley's mission is to manage each project with the highest standard of quality and safety. He strives for excellence in all that he does.
Harley, a Houston Native, has an impressive resume that reflects a diverse array of projects ranging from Historical Restorations and H.E.B. Plus Stores to the Texas A&M Bonfire Memorial. His experience in commercial construction has also allowed him to offer Pre-Construction Services to ensure that the design specifications are feasible. He has managed numerous multi-million dollar projects through working closely with a variety trades and developing relationships with owners and architects. Mr. Blackburn is well-versed in contract negotiations, project estimating, document preparation, building codes and regulations, material purchasing and site management.
Sr. Project Manager
Mike brings over 30 years of experience in a wide range of roles in construction Management. With 20 years of experience Mike worked for the State of Texas in various roles from Quality Assurance Manager and Project Manager to Owner’s Rep.
Mike has been in the Central Texas Market for over 10 years and has developed a vast network of professionals and subcontractors in the area that he works with on projects.
He is an experienced commercial builder and has provided extensive planning along with systematic management of construction projects. Mike’s proven track record and exceptional reputation in the building industry are based on over a decade of quality construction in the retail, hospitality, corporate, multi-family, financial, government, education and healthcare sectors while serving as a Project or Senior Project Manager.
Mike has been an associate of Mr. Blackburn since 2004. Their partnership is built upon a decade or more of working together managing millions of dollars in projects.
Josh has spent the last 10 years in varying capacities in the commercial development specturm. He has spent a significat amount of time in construction evaluation and compliance roles that involve interaction with clients and all involved trades. Josh has the ability to communicate with people at all levels and his leadership calls for clear communication about goals, responsibility, performance, expectations and feedback. He strives to communicate effectively to every team member in a construction project to foster collaboration.
Jeff adds an abundance of experience and knowledge to our team here at HBC. With his 25+ years in the construction industry he offers knowledge in Project Management, Pre- Construction Planning, Cost-Control and Risk Assessment among many others. Jeff is a big part of the success we have here at HB Construction. He is dedicated and works diligently to ensure all projects and owners are taken care of as first priority.
Brian graduated from Texas A&M with a Bachelor of Science in Construction Science in 1990. He uses his vast knowledge and experience to deliver solutions and provide recommendations regarding estimating, developing quotes, and implementing changes. While collaborating with the project team during design and implementation stages of architectural and interior design he evaluates projects and provides expertise ensuring proper preparation to support project success. Brian has estimated and directed the construction of a variety of ground-up and interior construction projects during his career.
Cheif Operating Officer
Penny's responsibility's are to assist HBC in Supervising all daily operations of the company, including Project Management, IT, Marketing, Estimating, Office Management and Sales. Acquiring new opportunities and to develop long-lasting relationships with new and existing clients; she has the ambition to expand and diversify HBC.
With over 20 years of being an administrator Carol is the perfect fit for our company. She cares about what she does and makes sure it is done right. Taking care of Accounts Receivable and Payable are her main priority along with everything that goes along with keeping HBC in line!
Project Manager Assistant
Amber is a strong planner and problem solver and is able to work independently. Keeping the project management team ahead of and on top of each project, enables HBConstruction to fulfill our obligations and production.
HB Construction's Sr. Superintendent's
Coordinating and scheduling the activities of the construction site are responsibilities that our Superintendents make one of their main priorities.
All of HB Construction's Superintendents have their 30 hour OSHA Certification and hold monthly safety meetings to ensure the safety of all visitors and subcontractors. Combined they have over 120 years of construction expertise.
